This cultivar will be available at the upcoming Perennial Plant Sale on Sunday, but you won't find it listed as Potentilla ×ananassa 'Frel'. Instead, look for Fragaria PINK PANDA (the all-capitalized words signify its tradename, in this case). As for whether it is a Fragaria or Potentilla, please see the text of this interpretative sign.

Hi! I've had this for 6-7 (maybe more?) years in Sweden near Stockholm (hardy there and soon to flower), bought as a Fragaria ananassa x Potentilla palustris hybrid and called 'Pink Panda'. It's great - flowers all summer (sometimes with a short break in August) until frost and spreads all over the place (I guess 'great' depends on where and how you use it). The berries are few and small, but very sweet tasting like the Fragaria 'Rebecca'. And I think the flowers are nice and 'cute' among my 'normal' strawberries. Lovely picture, by the way!
