Planting hairy vetch as cover crop

Is it still early enough to plant a cover crop of hairy vetch right now. I am not quite sure what to expect? My other option is to keep adding leaves to the plot during the fall and plant the vetch in early spring. What is the best approach here ? I think the latter will add more organic matter in the end.
