Identification: What is this?

    This plant has been "growing" by my fountain in a cool, partly shady area all summer. I feel like it should do something, but it hasn't changed much. Any ideas what it may be?

    The little plant id thing next to it says it's "campanula (bellflower)" but the foliage doesn't look like bellflower and if so it should have grown and bloomed by now.

    Hmm. Do the leaves or stem ooze white latex-y sap?
    And, since your post, have the rosettes at the center of your plants grown or changed in appearance?

    There has been no growth or change in the plant since we moved in which was late may. The plant doesn't have any ooze like substance in or near it.

    The centers of the rosettes and parts of the leaves have been eaten away, probably by slugs or snails. That is why they are not growing.
