tri colored beech tree

After planting the tree, the following season the tree buded out in the spring then did nothing more! Is it possible to snip the ends back about 3 or 4 inches and may be make a come back?

Not sure what you mean. It is best not pruned though.

When I first planted the tree last spring-08, the tree looked great, then this spring-09 the tree budded out then nothing more happened. I wanted to prune it so maybe to force a blume.

Don't. Having the ends cut off on top of whatever is interfering with leafing out will not help it at all.

It may also be dead. Beeches are touchy about drainage and have other limitations, as do all trees.
