Small Fly with Striped Wings

We have a few chokecherry plants on our lot and they seem to have a very small looking Fly on them. The fly itself is quite small and has a kind of see through wing with a definite black stripe in it. The worst part of theses things is they bite and it literlly draws blood. I have tried to find them online but am unable to. Does anyone have any ideas.

They look a lot like a bug (I think it is called a lace bug - not to be mistaken with a lacewing) that is a real pest on Lily of the Valley trees. Try a search for pests associated with them - think the latin name is Pieris or something similar.
