bugs with white cotton like fuzz on Oak

    I have some type of bugs or scale on my 4 year old Oak tree. The entire tree is covered. It looks like little bugs or scale with white cotton like fuzz. There's also some black spots. I live in SE Florida area. If anyone could identify what this is and how to remove it.
