I was at a friends house when she was talking about different plants in her garden. She pointed to an area and said they were tiger lillies. I mentioned that it couldn't be because the leaves were too wide and bunched close together. The hight was atleast a foot or more off the ground and I didn't see any bulbs developing either. I'm not sure if it could be crocus because it looked to high off the ground. I'm positive it's not tiger lilly because she had described a different color and no spots. I have ton of tiger lillies in my garden and know they are tall with long thin leaves with bulbs/seeds at the base of the leaves.

I wish I had a picture but based on my description, does anyone have any ideas what kind of lilly it could be or not?

Doesn't sound like Tiger Lily or Crocus, but it will be very difficult to determine what it is without a photo or more detailed description.
