'Dead Mice Tree'?

    Here is unidentified tree growing reportedly in San Juan Capistrano, CA. One of my compatriots living in California had spotted it, yet had no idea what the name of this puzzling tree is. It looks like as if mummified mice were hanging from this tree on long stalks.

    And no, this is not Kigelia pinnata, aka sausage tree.

    So what this 'horror off a tree' really is?
