Need identification

Photographed this interesting plant while visiting near Boat Harbour Newfoundland. I haven't seen anything like it before so I'm curious to know what it is. Any information would be great!

 

Might be a moss with the woody part being incidental.

 

I did a search for Salix and Boat Harbour, Newfoundland, and found this page:

If you search on that page for Boat Harbour, you will find images of Salix jejuna (a rare Newfoundland endemic) that were taken at that site. These resemble your plant.
