small, succulent likely non-vascular plant

    this plant was seen near a small lake in Vernon BC.
    Found in aggregates along a trail in gravelly soil.
    No rootlets easily visible.
    Plant feels like a succulent.
    Both green and brown in colour.
    Approximate size of individual plants is 1-1.5 cm or smaller in diameter.
    seen on november 20th.
    nothing resembling fruiting bodies was observed.
