Effectiveness of tree bands to control pests?

    These tree bands i'm referring to are felt like material that has been smothered with a natural insecticide such as Neem oil. The idea is so that the plant ( in this case Photinia sp ) is to absorb the oil through its bark which then spreads it to all its leaves through its vascular system.

    My question is can the oil possibly be absorbed through the many layers of the bark since bark is designed to keep things out. It's not a permeable material if i recall. Has anyone trial this technique and had results? Or any links to trails that has been conducted with sound evidence on effectiveness?
