    Delonix regia or Caesalpinia pulcherrima, maybe?

    yes. leaves and flowers look the same to me

    I have never seen these flowers to decide, many plants have so fluffy flowers

    That's different again, more like Calliandra. Considering the location, probably Calliandra californica.
