What is this tiny, intricate plant (Grand Canyon North Rim)?

    Although it was very small, the leaves made us notice it right away. It was observed late August at the turnoff for Greenland Lake on the Cape Royal Road. Any idea what it is?

    Looks like yarrow, Achillea.
