    Compare to either Sorghastrum nutans or Muhlenbergia sp.

    It's in a woodland and is only about a foot tall. Its inflorescence reminds me of little bluestem.

    The spikelet structure is not easy to see from the photograph. If it is multiflowered, you can check also Festuca. There are about 4 species listed for IL, although I would not exclude those listed for Wisconsin, either (Festuca occidentalis, for example).
