A friend posted a photo of a beautiful flower that she took on a walk in Vancouver, BC. She was unable to identify for me and I'm hoping someone here can identify for me. I've attached the photo. Your help is appreciated. Thanks.

They bloom in summer for a long period. They are planted in many landscapes all over the region, often in large beds or as a ground cover. On healthy plantings the flowers will practically cover the plants creating a mass of yellow. If you look around town this summer, you will surely find some.
Now prone to foliage rust. Before that it was usual for the foliage to be damaged in winter, so that annual cutting down low each spring was likely to be undertaken - as it spreads to make patches a planting could become a lot of work at this time. Running a mower over it with the cutting height raised was suggested.
