Roadside plant

    I live in Chilliwack and walk past this plant every day. It reminds me of a yarrow or viburnum but can not seem to identify it. It is strangely out of place in the grassy roadside so I am thinking it is a volunteer ornamental. The blooms unfurl from a delicate Lacey Pom pom. It is approximately 2 feet tall. I was going to save it from the mower but it's large tap root disappears under the sidewalk. The bees seem to love it. If given enough time I will salvage seeds but would love to know what it is. Any suggestions?
