This weed, flowers in the summer. It has a huge, fast spreading underground network of i believe rhizomes. It stopes growing over winter, but it doesn't go anywhere. When it is older, or past its maturity the stems become hollow and woody. I was thinking maybe Hemp Dogbane?

This could be bouncing-bett (Saponaria officinalis).
