Leafless, Flowerless, Thin stalks? [pictures]

    I just moved into a house in California and we're currently baffled by a plant that is growing out front. Our neighbors said it was zebra grass, but this isn't flat like grass. Its round, even hollow with more stalks shooting out from inside. It looks almost bamboo-like, except its thinner then a pencil. It doesn't grow clumped together, but all over the flower beds. We plan on removing it, but we want to know what it is first.
