Blue spikey Perennial flower)

    Hi all;
    I've been unable to figure out what this plant is so any pointers would be greatly appreciated;
    Its a perennial (though I suspect in a harsher climate ie anything in Canada except the SW corner of Vancouver Island it would be a self seeding annual) - most years it dies back to the ground over the winter or this winter it just died back to 4"-8".
    It flowers from May - first hard freeze (this year the last of our stopped flowering in December though they were starting to be moldy at that point)
    attached are two images - close up of one of the flower spikes and a whole plant against a wall - though as the season progresses it keeps sending up new spikes and a big plant can easily have a dozen tall branches.

    Quite a nuisance in local plantings.
