Identify Fungus on Palm Tree

    I recently found a yellow fungus on a palm in our front yard. The fungus appears to be little yellow balls that almost resemble fish eggs. I don't know what it is and I'm concerned it may harm the tree. I live on the East Coast in Wilmington, NC. Any help identifying this growth would be most appreciated.

    I also have a yellow fungus on our palm. It seems to be different than the previous post. Any idea what this is? I live in Southern Utah.
