i am just taking a guess, but it appears as though your young tree is suffering from a bad case of rusty mottle and possible bug infestation.
if this tree has recently been purchased at any reputable greenhouse and garden shop i would take it back for a refund. as this disease can not be stopped once it has taken over entire plant.
the disease begins with grafting diseased wood, or so i have been told. there is no cure once entire tree is infected. the tree must be removed. the soil should also be treated, if it was planted in ground to prevent spread to other trees. sorry about the bad news...
