Non-Flowering Flowering Dogwoods

I have a three tree grouping of 4 to 5 year old white dogwoods that have flowered profusely in the past. However, this spring only one of the three flowered at all and that one produced only two lonely blooms. Folliage looks strong, no apparent disease is present. Why are these dogwoods not flowering?
