Hard to say without a picture or site description. At that size, it's either fairly expensive, or a lot of work to do it yourself. Sometimes the height tells little of the story. The trunk and root size and volume of foliage seems to matter the most. Here is a Hinoki cypress that I transplanted in recent years, when it was about 10' tall. To move it now, at 17' tall, would not be at all comparable. Before, I moved it single-handed with a bit of leverage. Now, it would take a machine or crane.
